Mays 29 kunü Qazanda Tataristan Cumhuriyeti İlimler akademiyasında açılğan halqara ilmiy konferentsiya işte böyle adlandırılğan edi. Onıñ iştiraqçileri İ.Gaspralınıñ tarihiy-felsefiy hem de medeniy mirası tedqiqatlarınıñ problemlerini muzakere ettiler. Halqara konferentsiyanıñ esas mevzuları bu � �İsmail Gaspralı � mutefekkir, siyasetçi, islâhatçı�, �Rusiyede yaşağan türkiy halqlarnıñ içtimai munasibetleriniñ, tasil ve maarif sistemalarınıñ şekillenüv ve inkişafında İsmail Gaspralınıñ yeri ve rolü, �XIX asırnıñ ikinci yarısında � XX asırnıñ başında Rusyede yaşağan devlet-islâm munasebetleri ve milliy hareketleri�. Konferentsiyanıñ açıluv merasiminde Tataristan Cumhuriyeti İlimler akademiyasınıñ Prezidenti Mansur Hasanov emsalsız şahıs İ.Gaspralınıñ parlaq istidatı, Rusyedeki millionlarnen musulmanlarnıñ omürine tesir etmeknen bir sırada, memleketniñ içtimai, milliy qurumınıñ çoq faktlarını ğayrıdan tüşünip añlamağa yardım etti, dedi. İsmail Gaspralı ğayelerniñ kuçü o derecede emiyetli ve buyük idi ki, o, türkiy halqlarnıñ milliy canlanuvları oğrundaki yüzlernen yıl kureşi devamında toplağan halq quvetini öz içine sığdırdı.
